Constitutional Carry Is On Life Support! - Action Required!
Constitutional Carry bill HB 1927 cleared a major hurdle on May 5, 2021 after the Texas Senate approved it on an 18 to 13 vote.
However, there are some catches with the passage of this bill. Several dubious amendments were added to this bill to satisfy several Republican Senators who were lukewarm on Constitutional Carry. Pressure from big city law enforcement lobbies undoubtedly shaped the way some senators behaved as they tacked on amendments to the bill.
The second and eight amendments to this bill are the main issues now, given how they enhance the penalties for illegal firearms possession. Another problem with the Senate amendments is that they don’t conform to House rules. As a result, when HB 1927 is kicked off to the House, a point of order could end up being raised due to the amendments being “non-germane.” With these facts in mind, HB 1927 would then be killed in the House because of the irregularities in these amendments.
Nevertheless, the ball is still in House Speaker Dade Phelan’s court. He can quickly set things straight by ironing out the bill and getting the bill to Governor Greg Abbott’s desk. Governor Abbott has already promised to sign HB 1927 into law, so it’s a matter of Phelan finding a way to fix the flaws of this bill.
At the end of the day, Phelan will need to face pressure from you for him to do the right thing and pass Constitutional Carry without any procedural shenanigans or excuses. The legislative session is coming to a close at the month’s end, so the time to act is now!

Do not be fooled by what the experts say, legislative leadership can get HB 1927 to Governor Abbott’s desk. It’s a matter of political will, which you must remind them of.
The latest votes on Constitutional Carry represent the biggest Second Amendment victory in recent memory for Texas after a decade’s worth of activism to put Constitutional Carry over the top.
Over the course of the last decade, legislative sessions ended in routine disappointment. Nonetheless, it appears that all this work panned out now that Constitutional Carry has been passed in both chambers of the Texas State legislature.
Of course, the bill still needs some tweaks, but this can be handled without much issue. As long as you keep the pressure on the politicians, they will quickly get the memo.
